Job Description: Deputy Manager (Lead – HSE)

Project: Floating Solar Project – Kadana Department: Health, Safety & Environment (HSE) Position Title: Deputy Manager – Lead HSE Work Location: Kadana Project Site (On-site) Reporting To: Project Director / Corporate HSE Head Team Size: 4–8 HSE Engineers/Officers (depending on project phase) Employment Type: Full-timeRole Purpose

Lead the full-spectrum HSE function for the Floating Solar Project at Kadana. Responsible for developing and implementing project-wide safety strategies, ensuring end-to-end compliance, and building a strong safety culture across all contractors and stakeholders. The role ensures Zero Harm, risk mitigation, and operational discipline during construction, installation, anchoring/mooring, electrical works over water, and commissioning of the floating solar plant.Key Responsibilities

A) HSE Leadership & Governance

• Lead all HSE activities for the floating solar project including policy deployment, compliance monitoring, audits, and stakeholder safety management.
• Develop, implement, and periodically update the Project HSE Management Plan, Environmental Management Plan, and Emergency Response Plan (ERP) tailored to floating solar operations.
• Provide leadership to the site HSE team; ensure HSE staffing, mentoring, and competency development.
B) Risk Management & Safety Systems

• Conduct and approve project-specific HIRA, JSA, LOTO procedures, and high-risk method statements (over-water, electrical, marine operations).
• Implement stringent controls for floating solar risks:• Over‑water movement (rafts, pontoons, floats)
• Mooring/anchoring installation safety
• Cable routing and electrical safety over water
• Wind/wave/current/weather monitoring
• Emergency water rescue operations

• Ensure Work Permit System (PTW) is strictly followed and verified on ground.
C) Marine & Electrical Safety (Floating Solar Specific)

• Ensure safety during:• Float assembly & interconnections
• Movement and positioning of arrays
• Inverter, transformer, and evacuation system installation
• High-voltage and DC electrical safety protocols

• Oversee water-borne operations including rescue boat readiness, man-overboard preparedness, and marine equipment inspection.
D) Compliance, Audits & Reporting

• Ensure 100% compliance with statutory laws, pollution control norms, electricity rules, and audit requirements.
• Conduct internal audits; lead client and external audits; drive timely closure of NCs and CAPA actions.
• Maintain accurate reporting of incident metrics, leading indicators (near-misses, inspections), and monthly dashboards to corporate HSE.
E) Contractor & Stakeholder Management

• Lead HSE onboarding for all contractors/subcontractors.
• Conduct contractor HSE performance reviews and implement consequence management for repeat violations.
• Coordinate with Engineering, Construction, QA/QC, Marine Operations, Logistics, and Client HSE teams.
F) Training & Safety Culture Building

• Deliver advanced trainings:• Over‑water safety
• High-voltage electrical safety
• Working at height over water
• Emergency & rescue drills (fire, man-overboard, electrical shock, spill response)

• Drive initiatives like BBS (Behavior-Based Safety), Safety Stand-Downs, and Observation/Near Miss Reward Programs.
G) Incident Investigation & Continuous Improvement

• Lead root cause investigations using 5-Why, Fishbone, TapRooT or similar.
• Implement site-wide continuous improvement plans to reduce incidents and high-risk observations.
Qualifications & Experience

Education

• B.E./B.Tech in Engineering (Mechanical/Electrical/Civil preferred).
• Diploma in Industrial Safety / ADIS / PDIS mandatory.
Certifications

• NEBOSH IGC required.
• IOSH, First Aid/CPR, Fire Safety Trainer, Rope Rescue Certification (preferred).
Experience

• 10–14 years total experience in HSE for EPC/Power/Infrastructure projects.
• Minimum 2–3 years experience in solar (floating solar preferred), marine works, or water-based construction.
• Proven experience in leading multi-disciplinary HSE teams.
Skills & Competencies

• Strong command over PTW, HIRA, LOTO, and marine safety systems.
• Advanced incident investigation & risk management capability.
• People leadership with strong influencing and communication skills.
• Ability to manage client expectations and regulatory bodies.
• Proficiency in MS Office, safety dashboards, and digital reporting tools.
