Job Description
Job Summary
We are looking for an experienced Senior Buyer to manage procurement and commercial activities and provide support to the Procurement Manager. The role will be responsible for managing procurement processes, supplier relationships, tendering activities, commercial evaluations, contract-related activities, cost optimization, and supply performance.The ideal candidate should have strong procurement and commercial expertise with the ability to independently manage complex procurement activities and coordinate with multiple stakeholders.

Key Responsibilities
• Manage procurement activities in coordination with the Procurement Manager.
• Administer end-to-end procurement processes in accordance with company policies and procedures.
• Implement procurement strategies, instructions, policies, procedures, and governance requirements.
• Develop and manage Expression of Interest (EOI) and Pre-Qualification (PQQ) processes and evaluate supplier responses.
• Manage supplier prequalification activities and maintain approved vendor lists and vendor databases.
• Coordinate with the Legal and other relevant departments for review and finalization of supplier agreements and contracts.
• Identify suitable suppliers and evaluate market opportunities to improve procurement competitiveness.
• Lead initiatives for cost reduction, cost optimization, and procurement efficiency.
• Develop and monitor procurement schedules and delivery timelines.
• Monitor supplier performance against agreed quality, cost, delivery, and service requirements.
• Identify supply chain risks and implement appropriate corrective actions.
• Provide commercial and procurement inputs relating to specifications, supply, logistics, delivery, and service requirements.
• Review procurement requirements and recommend appropriate sourcing and procurement strategies.
• Lead tendering, quotation evaluation, commercial comparison, negotiation, and supplier selection activities.
• Support contract development, negotiation, administration, and vendor relationship management.
• Monitor purchase orders, supplier commitments, deliveries, and outstanding procurement requirements.
• Prepare procurement dashboards, supply status reports, management reports, and performance updates.
• Work closely with Procurement, Finance, Legal, Operations, Engineering, and other internal departments.
• Identify opportunities for continuous improvement across procurement and supply chain processes.
• Ensure all procurement and contracting activities comply with company policies, procedures, and applicable governance requirements.
Qualifications
• Bachelor’s degree in Engineering, Quantity Surveying, Business Administration, Commerce, Supply Chain, or a related discipline.
• Relevant professional qualification such as CIPS or equivalent procurement/project management certification is desirable.
Experience
• Minimum 8 years of relevant procurement experience, preferably within major projects, infrastructure, engineering, manufacturing, or other large-scale organizations.
• Strong experience in strategic sourcing, tendering, supplier management, commercial evaluation, negotiation, procurement, and contracting.
• Experience in planning, forecasting, and procurement scheduling.
• Experience developing and managing supplier contracts and vendor relationships.
• Knowledge of FIDIC or similar contractual frameworks is desirable.
• Experience in tendering, subcontracting, outsourcing, and contract administration.
• Experience preparing contract and project documentation such as SOWs, progress reports, schedules, Gantt charts, and procurement plans.
• Experience in infrastructure or large capital projects is preferable.
