Job Summary

We are looking for an experienced Officer Buyer to independently support and administer procurement activities for assigned procurement packages. The role will involve coordinating procurement requirements, managing supplier communication, supporting tendering and commercial evaluation activities, maintaining procurement documentation, and ensuring timely completion of procurement actions.The ideal candidate should have strong procurement knowledge, stakeholder management skills, and experience handling procurement activities with limited supervision.

Key Responsibilities

• Manage and coordinate assigned procurement activities under the direction of the Procurement Manager and/or Senior Buyer.
• Administer procurement processes including EOI, PQQ, RFQ, RFP, clarification, evaluation, award recommendation, and contract documentation.
• Prepare and maintain procurement plans, tender schedules, procurement trackers, bidder lists, clarification logs, evaluation records, and status reports.
• Coordinate with suppliers, vendors, consultants, internal stakeholders, Legal, Finance, and other relevant departments.
• Identify potential suppliers through market research and support vendor prequalification and onboarding activities.
• Review procurement documentation for completeness, accuracy, consistency, and compliance before submission for approval.
• Obtain and evaluate supplier quotations and prepare commercial comparison statements.
• Support commercial evaluation activities including pricing analysis, bid comparisons, evaluation inputs, and award recommendation documentation.
• Maintain complete procurement files, supplier records, approvals, correspondence, and system updates.
• Follow up with suppliers and internal stakeholders to ensure procurement activities are completed within agreed timelines.
• Monitor pending procurement actions and proactively escalate risks, delays, and missing information.
• Support Purchase Requisition, Purchase Order, Service Order, and contract administration activities.
• Track supplier performance and support periodic supplier performance reviews.
• Prepare procurement reports and management updates as required.
• Identify opportunities to improve procurement efficiency and support cost optimization initiatives.
• Ensure compliance with procurement policies, procedures, and governance requirements.
Qualifications

• Bachelor’s degree in Business Administration, Commerce, Supply Chain, Engineering, Quantity Surveying, or a related discipline.
• Professional procurement certification such as CIPS or equivalent is desirable.
Experience

• Minimum 5 years of relevant experience in procurement, sourcing, purchasing, commercial operations, or contract administration.
• Proven experience in tendering, supplier management, quotation evaluation, procurement documentation, and commercial analysis.
• Experience managing procurement activities with multiple internal and external stakeholders.
• Experience working with ERP/procurement systems is preferred.
